Located on Otter Branch Drive, the park and playground were dedicated by Mayor and Council in 1970 to Billy Tavener,  the son of Marge and Frank Tavener. Billy was a special needs child who was loved by everyone who knew him. Frank cleared the land at his own expense to be used as a playground for children.
